The first step in any way that could be considered the best way to learn Japanese is class instruction.  There should be several local classes for you to choose from that will offer instruction in the Japanese language.  There are many reasons why these classes offer a unique and great way to learn Japanese.  First off is that you get interaction and structure together.  Videos offer structure, and meeting Japanese people offer you instruction, but they do not necessarily offer both.  Classes do.  Your teacher will be able to walk through a program that has a definitive goal.
